Judge Vickie Ybarguen
Vickie Ybarguen is the Executive Director of the Housing Authority of Yamhill County (HAYC), where she has dedicated over 18 years to serving the community. Vickie began her career at HAYC in Information Technology, advancing to Director of Finance and Information Technology, and was appointed Executive Director in 2020. Her leadership is grounded in a deep commitment to affordable housing and community development.
Vickie holds a Bachelor of Science degree in Accounting from Linfield University. In addition to her role at HAYC, she is actively involved in the community, serving on the board of the Yamhill Community Care Organization, the McMinnville Affordable Housing Committee, and the Gallery Theater board. A lifelong resident of McMinnville—aside from a memorable 5-year “vacation” in Juneau, Alaska as a teen, Vickie enjoys spending her free time with her husband Joe, her family (especially her grandchildren), traveling, camping, and being involved in local theater productions.
